The more difficult a poker hand is to acquire, the more valuable it is. Obviously in traditional poker, it is harder to make a straight than it is to make a pair. So, a straight is ranked higher, and beats a pair.
In guts poker, players only use three cards to make thier hands. Using three cards instead of five or seven makes a big difference in which hands are harder to come by. With only three cards in a hand, a three-of-a-kind is more difficult to form than a straight, and a straight is harder to come by than a flush. So, the hand rankings reflect this.
